The 4069 should have +/-15V on pins 7 & 14 check with one lead on ground... You also need RP3 (+15v) & RP4 (-15v) filled with lead shorts or 0 ohm resistors. All the RP resistors act as a power rail jumpers.

Most of the Europen nations are on holiday, so it's probably a while before sub par cases can get fixed or new cases made. I would reference the schematics and see what makes the most sense. I don't remember what I put in mine. The only difference is I have some high end caps in my outputs and I've use tants in there original spots.

Often with DIY it's either bad soldering joint or wrong/falty components. I would look over the sections and check for error in your parts or the construction. Check against the schematics and highlight what has been checked, work one direction toward the other. Don't jump arround if you can help. Y...
