im getting less than 15v to 4558 op amp in cymbal

with the op amps installed but not soldered in im getting a reading of +14.18 and -13.98 on u5 in cymbal section...im not sure what to do because this deviates outside the 5% allowance. the other opamp at u3 reads +14.73 and -14.58

I'm not sure I understand what you mean by "installed but not soldered in"
The values at the opamp power inputs deviate quite a lot over the board. I'd say don't worry about it, and finish the build. If the sound or volume is off you can come back to it.

when following the build instructions it says to test the voltage of 2 pins of the 4558 op amp while it is in the board before it gets soldered in. Its to make sure you are geting +15 volts and -15volts (allowing for a 5% deviation)

ok. i just looked back at the instructions and what i think they meant is to not solder the chips in like you see in the picture. all of the previous build instructions have you testing those points without the op amp in place...I dont know why this would be any different. so, when i check the voltage without the chip in it is fine. lost in translation....lol
