I tried powering on/off while holding start and continue, but that didn't do anything.

The video is the master out, but the hum/whine is from the Kick section, which had previously been working. Then suddenly all of the sequences were weird and the kick produces this whine.

Please check power supply first, if it was working and nothing "burn" maybe you got an issue with your power supply

The voltages are correct on test pins.
What should I check for?
If the whine is from the Kick is there something I should check there?

Now check following point:
-With a scope check that trig signal is on Q40 Collector when sequencer is running
-With a scope check that the oscillator circuit works on IC12 pin1
-Check with MM that IC12 is well powered (+15V, -15V)
