Intermittent bad +15v when powering on

Hi,

I have an IO board which makes the powering on faulty like 3/4 of the time: the sequencer works but there's no sound, and when investigating I can see that in fact the +15v is like 300mV, or even -500mV sometimes. Does anyone know what could be the cause ? Bad inductor, diode ? How can I find what is wrong ?

I'm blaming the IO board because I'm building two units in once and swapping it removed the issue... They are both exactly the same, all with not-cheap capacitors and inductor.

Not yet... I didn't investigate more for now.

Sorry for the delay... it was a bad contact in one of the +15V big capacitor's pins.
