Step 10 has a mind of its own SOLVED

Hello.
This is a 1.01a PCB.
It's built but I can't trouble shoot because Step 10 has a mind of its own and goes on and off and sometimes just flashes.
Step 9 seems to have an effect on it.
If reflowed IC104 and replaced it, to no effect. I've also reflowed the switches, but that hasn't changed anything.

Fixed by clearing invisible flux that must have caused a bridge somewhere.
