First boot failure - random LEDs etc, TP1 very small

I've just spent the weekend putting together my Yocto2. As I have completed the Nava successfully, I went for the "advanced" option in the guide putting all of the components in before turning it on with two exceptions: I tested the voltage out of the power board, then towards the end I added sockets for all ICs and tested the empty sockets for correct voltage before adding the chips. In both cases things checked out correctly.

I put in all of the ICs and booted up. Immediately the LCD Panel was just a row of fully bricked up spaces and several LEDs were on. If I turn it off and on sometimes it changes which ones are lit up, possibly it is triggering the multiplexers in different ways. It might be 2 on or it might be 20-25. This seemingly has the same behavior if I remove the main chip entirely.

Also, the 100k trimmer only changes values between 0 - 0.25V on TP1, which is of course nowhere close to 13V. The neighboring chips and in fact all chips are at least getting correct input voltages and are connected to ground where they should be.

At this point I added the jumper to go into voice test mode, which I forgot to do before. Things remained the same. I only mention because I hope I didn't screw something up by not having it in place on first launch or something like that.

Mainly, I have looked for visual bugs and tested various places for continuity and voltage. I have combed over every soldering joint, polarity, and ic direction. I've reseated all of the ICs to check for bent pins. I have also tested everything around TP1 and it seems that OUTA of IC118 is always 0. I traced that back to the main chip but I am not really sure what I am looking for there.

My friend with a an AVR programmer came over to see if we just needed to flash the main chip. We installed the latest beta and it all just worked! I guess it was that all along. My Nava did not require this so I didn't know that it was necessary.
