Generally everything sound in range of expectation.
But The Decay potentiometer has no effect on the actual decay of the cymbal sound.
Also the Tone potentiometer seems as if its only making the sound more quiet.
Any ideas where to look at specifically? Any Voltage references available?

How does the cymbal sound ?

I had the exact same problem for both CY and Hihat. I found the problems for my build though.

1. Check the orientation of your transistors. I found that Q20 for CY and and Q22 for OH were mistakenly reversed on mine.
2. Check the orientation of your electrolytic caps.
3. Check for faulty caps. C35 for my CY was in fact a faulty part.
