Continuity between +15v , -15 and gnd on main board

Hi
I have just completed the bass drum section of the board.
On the IC's I am getting +15 and -15 on the correct pins of all IC sockets. Some other voltages around 1v on some of the other pins of IC 12 which I am hoping are normal?
Only query I have and this may be a stupid question...
With the main board disconnected, should I have a resistance reading between the 2 GND of the male header J5 and the positive and negative 15v supplies?
The 5v is showing open circuit (guessing is correct) but not sure if it is normal to have a connection from live to earth with the board not powered. The resistance is in the K'ohms so it is not a direct short. guessing a link through something else but im not sure if this is correct?
Any advice would be greatly appreciated.
If it is ok, Is there any other test I can do to just make sure the bass drum circuit is all working before I move on apart from just check positive and negative voltage of the 2 pins on the ic sockets?
