-15V and sequencer problem

I have few problems with my Nava and really have no idea what can be wrong...
First I don't have -15V when connecting main board. Without connection everything is ok so power supply working good. When I'm connecting main board then I have -9,5V and it's dropping and voltage regulator getting warmer. I checked all ICs and transistors and they are soldered in right way.
Second thing is sequencer. Light on 1st step is always shining when i'm using step sequencer.
Maybe someone had similar problems?
