Any reason an electrolytic wouldn't work? This appears to just be connecting an input of gate A to Vss.
I have some electrolytic's left over from my build, but I'd have to order a poly cap.

To solve, install a capacitor of 470K in the IC 4011. Pin 1 & 7.
