No +5v at rectangular marked pins of ICs in sequencer

I did search and did not find the answer. I only found this browsing.

There are no results when searching "sequencer" and "voltage" so "sequencer voltage" sequencer voltage voltage sequencer.

I just spent an hour looking for faults until I checked the IO board and realized that J10/J2 powers the sequencer section. I have sent Vincent an email asking him to update the build guide. The IO board should be built before the sequencer, and it needs to be pointed out in the sequencer build guide that you need to hook up J2 when checking the IC power.
