Safe to connect power?

Hello, i have been building my Yocto kit for a while now but i have been doing so without using the multi-meter to test the IC pads as my multi-meter had died. i was very eager to get this kit up and running. i have completed every section of the main board(-sequencer) is it safe to hook up the 4 power cables to the main board or will i break something? thanks in advance
get a multimeter, there are cheap ones even as cheap as 3 euro (better than nothing)
if i were you, before connecting the power from the IO board to the main board, i'd re-check the voltages of the IO board, to make sure they are proper
in my case, i have socketed all ICs (i ordered additional sockets), so i'd remove all ICs from their places, and i'd check the mainboard for shorts between the power rails:
measure the resistance between ground and 5V, ground and +15V, ground and -15V, etc, make sure there's no uber-small reading (below 1ohm is almost certainly a short)
