Multiplexer/accent problem?

I originally ordered this 8ch multiplexer from mouser:

Of the 2, one was not functioning properly. So I ordered this as a replacement from farnell:

I have now gone through 7 of them over 2 orders, and none work properly! Its like they have a different pin out, as the voltages read differently across the legs of the working IC vs all the non working ICs. Are these not the same CD4051BE? Have I been given a bad batch and notify Farnell?
