Build Finished - HiHat Decay not working [SOLVED]

Tried a new 74HC595N for IC112. Decay still not functioning... 

I probed with a scope from Q72 to IC67 pin 7.......

Refresher of the problem. Decay is little taps instead of a HiHat Decay...

I did notice during the probing that R452 is connected to ALL 3 pins of VR23. Pin 1 should NOT be connected right?
AND it looks to me that the problem (Little taps instead of the decay) re-appears at IC67A PIN 1

I de-Soldered it and there is no continuity between pins 2/3 & 1. When I place it back in circuit there is continuity between pins 2/3 & 1.
This is why OH Decay does not work and could be why the clicking/tapping is on CH...........
