The issue with the HC it's probably a broken an6912. The one I got with the kit was broken, and I had the same problem: infinite decay. I replaced It and the clap was perfect. A lot of people experienced this problem.

Thank you serum! Didn't use your hint to troubleshoot but the problem was indeed one of the two mux/sh boards.
