17v AC with or without load ? Here it's 15v AC under load and 17-18v AC without load. Not sure about your statment.. if the transformer is inefficient it will just heat up itself, not make the regulator heat more. Maybe with those transformers you need to take the good current target so the voltage ...

If you have an old kit you may want to swap the IC in the accent section because some that e-lick sent were defekt. It seems you have a lot of non working voices. For each, inspect firstly for soldering issues (there is a few spots where pads are very close but shouldn't connect..), then ICs/transis...

Yes, that can be a bit low. What I had was simply the regulator voltage constantly dropping so it made a sawtooth wave bleeding more or less slightly everywhere.

I found the resistors values in temporarily replacing them by potentiometers.
