Hi,
That 16VAC wall wart will do fine. Before I made an internal power supply I used a 16V AC wall wart from an old router. Works like a charm.

I think the easiest way for you to go is to go back to the original design by Vincent. Use the external power brick. You will be perfectly isolated from the mains. And probably have no hum/buzz. Reason why some people go for build in power supplies is reliability. You don't want that flimsy 16V plug...

Hi, if it is a power supply with big transformer in it(so not a switching one), you can open it up and remove the rectifier circuit after the secondary and connect direct to the transformer. Make sure you check the voltage before you connect it to your Yocto. Anything between 15-18V AC should be fin...

So the 18.2 volt is what you measure when there is no load attached. This is perfectly normal, no need for resistors. Indeed the 0V centertap goes between C5 and C7 on the Yocto!
