Thanks for getting back to me on this. All pins and components look the right way around. Any idea where i can look for help? To add a Pan pot on each sound simply replace the both resistor on the IO board by a 25KLog pot. Common resistor pin connected to the potentiometer center.

Sometime to get negativ rail working you may have a charge on it. Put a 1K resistor between GND and -15V and check agin

On the screenshot of the scoped noise the vertical division is 5V / div so 18V peak voltage is just fine
