With the DC supply you're using you'll receive the 0v/GND +15v and +5v (as this is the +15V stepped down), you will not however receive the -15V as you're aware. Clap mods.

Searching 'clap' returns no results so i'll ask here.

Is there any way I can change the decay time and the mix of the reverb on the clap as i'm not a particular fan of it right now.

You need a supply that outputs AC not DC, then you shall see the -15v. Hi! A typo I guess, VR14 is the Hi Tom's volume pot, A104. VR15 being the tuning pot value 500R. I'm not that sure, my guess would be to check D84 and then D85 (Germaniums) to make sure they're the right way round, with the two red lines matching the white one on the silk screen.
