This is solved, it was a dead IC7. Replacements just got here and all is right with the world again.

Big thanks to Antto for the help. I would have ended up replacing all of the IC's in the sequencer section brute force style and never really knowing the true culprit without it. Much appreciated!

Thanks for the reply, i have the pcbs removed from the case and it is still behaving this way. The switch itself still appears to function correctly physically but it has no effect electronically, the rest of the machine acts as though the shift button is being held.
