Is your PSU powerful enough ? If when you probe the +-15v in AC mode you can hear/see the same sound, then try a more powerful transformer.

Finally I recall I had this. I probed the + and - 15v and found they had the small oscillation we hear on the bass drum. I could also hear it on the steiner parker filter.

Is there a problem ? Probably 4.9V is fine.

You need to be sure that the power source is still at at least 15VAC when loaded (connected).

I would look for : wrong polarity, wrong resistor values / shorts around.

It must be the encoder or how it's mounted/soldered.

You're probably very much more interested in size than wattage. For more "fidelity" choose carbon resistors, but of course metal ones work fine too.

Also: when i switch in the HH filter i can hear a loud noise, like there is DC on the output (which is not)...is that normal, or should moving the HP/LP/BP switch be silent? The designer admitted it's normal and pretended he knew what it comes from, but didn't go until offering a solution for it. I...

Sorry for the delay... it was a bad contact in one of the +15V big capacitor's pins.
