Probably using a DC wall wart. You need one with an AC output.

I still think it's the Atmel that is bad or not programmed properly. You're lucky as I'm in the same boat at the moment. My Yocto got bricked by some serious static discharge and got stuck. No response at all after playing well for months... I tried to flash it again with an Arduino and an AVR progr...

You can't measure them in circuit because they are both in paralel with each other and facing the opposite direction so you'll have lift the lead of each diode at one side to make a proper measurement.

Hey Jeremy, I think it has something to do with the R/C's on the powerlines and their tolerances. You could have a look at R165*, C85* for the 15V+ line and R164*,C84 on the 15V- line and see how big the input voltage and voltage drop is and compare them to for instance +/- B2. It also depends a bit...

I made a mistake concerning the resistor as a load... That applies to -15V rail.
Just start with the correct PSU and let's see what readings you get than.
