Welp, I fixed it. So, the CD4049 has been entirely replaced by a set of MOSFET's for each channel (2N7000, be wary of the OnSemi datasheet giving wrong pin definiteions) soldered up in a deadbug fashion in order to give the CD4051 address lines the correct logic sequences and voltage levels.
